    But it would be foolish to be insured.

    In general, there is no requirement to cover "that unless local regulations, or perhaps because of a contractual agreement between the owners (as a condition for renting the land for the course for example).
    Many states require liability insurance for vehicles, but not for homes, businesses or property.
